You can't have missed it, the Dutch rejected the proposed EU constitution.
I asked my dad if he and my mom had voted. He awnsered he had but that it was a total waste of time. "Why?", I asked. "Well, your mother voted for and I voted against the proposed contitution."

Why do you think the Dutch voted against the constitution? I've always found the Dutch to be leaders in terms of integration and harmonization.
However, now that I think about it, I regarded the Dutch as leaders in other areas too, but some of the high-profile incidents over the past three years have altered my perpective slightly.
