This year the registration period will begin at 12:00 pm EST (GMT-5) on November 5, 2004 and end at 12:00 pm EST (GMT-5) on January 7, 2005. Last year, millions of people lost their chance to enter because they waited too long - the number of people trying to enter at the end of the year caused the Government's website to shut down through most of the final days.
